PROSPECT ‘RETIREMENT VILLAGE’ ON ERVEN 2641 AND 2643 CONSTANTIA, WITHIN THE
CITY OF CAPE TOWN METROPOLITAN MUNICIPALITY, WESTERN CAPE PROVINCE

I believe  that the battle that they are fighting   what is a very important aspect of heritage conservation. The  issue is that although Heritage western Cape opposed the developments the western Cape government has approved the development. This is a common occurrence as the Western Cape Government are committed to development at any cost. 

As far as Mount Prospect is concerned, I expect a long hard fight ahead because I know how developers and their cohorts go about their business. But they don’t know yet that this battle to protect Mount Prospect from an inappropriate development will go as far as the Constitutional Court if that is what it takes. I hope at this stage to obtain some pledges from those who believe as strongly as I do that irreplaceable heritage resources should not be allowed to be plundered for personal gain. There is also an important issue that needs to be tested in our Courts. Why should HWC’s Final Comments to DEA&DP be of no value in the EIA process. It has been an ongoing problem that I hope this matter will obtain a SCA or Constitutional Court ruling on.

Would it be possible for me to make submissions/representations to Remgro in this regard? I would appreciate assistance from you. There are a few donors in Constantia who will assist but there are two other High Court battles looming and I am concerned that donors here may become stretched or exhausted. Mount Prospect is the most important battle as far as I am concerned and I need the comfort of a strong backer at this stage so that I don’t have to be distracted by having to run around Constantia and meet with residents individually. Also Constantia is a very complex community. Many foreigners own properties here and some aren’t that committed to the conservation of heritage resources in SA. Even the Guptas now own a property here! Also one never knows where some funds that are used for donations originate and that is why I want to approach Remgro and have peace of mind in regard to funding. I would also mention that there are many in Constantia who are concerned that the Ward Councillor is captured by developers’ donations. From what I can see going on in CT I understand those concerns.
